« Our Ocean » U.S. Department of State Conference

Nul n’ignore que l’état des océans continue à se détériorer et que les zones les plus touchées sont les zones côtières. La Méditerranée, au bord de laquelle nous nous trouvons, est très vulnérable, fragilisée en particulier par le changement climatique. Plus qu’un Etat côtier, Monaco est, par tradition historique et culturelle, un Etat tourné vers la mer. C’est donc tout naturellement que j’ai placé la protection des mers et des océans au coeur de la politique étrangère de la Principauté et mon Gouvernement oeuvre au quotidien dans ce sens.

Sommet sur le Climat

Je voudrais enfin dire un mot d’une problématique trop souvent négligée et pourtant directement liée à l’évolution du climat, à savoir la situation des océans. Ces régulateurs thermiques planétaires indispensables sont également victimes de nos émissions de gaz à effet de serre qui provoquent leur inquiétante acidification. Pour mieux les protéger, nous devons coopérer plus largement, que ce soit pour l’ouverture de négociations en vue de la gestion durable de la haute mer dans le cadre de la Convention des Nations Unies sur le Droit de la mer, ou par l’adoption d’un objectif de développement durable pour l’océan mondial.

Global Ocean Commision

As I mentioned my great great grandfather a few moments ago, I would like to conclude by invoking his memory and by once again quoting his words: « The time has come, he wrote, for global consideration of the key issues faced by the Ocean and which Humanity needs to embrace using the best means available because they will provide us with the progress that will enable us to vanquish our barbarism more quickly.» This was a century ago and sadly things have not changed as much as he had hoped… It is my wish that in one hundred years’ time when our great great grandchildren turn their attention to the oceans, it will at last be to commend themselves for having saved them.

3rd international workshop « Economic valuation of ocean acidification »

However we choose to take action, whether it be through the development of science, political undertaking, economic initiatives or through our own individual choices, we are all part of the same world, governed by common laws, but we often struggle to see the true consequences. This is the power of the economic approach that has brought us together today: to demonstrate this convergence in a concrete manner and, at the same time, highlighting its urgency. But it is the responsibility of all of us to learn from this experience. Archimedes said that with a place to stand and a lever he could move the Earth. The objective, scientific and economic approach that has brought us together today provides this. It is up to us to bring the levers – all the levers – available to us into play!

Finally, the future of the Arctic raises the question of the international status of this region which must be considered a common heritage of humankind. Ideally we need to establish a treaty in line with the Antarctic Treaty, which has proven its worth for over fifty years – even though the Arctic has a far more complex geography which we need to take into account.

La mer a toujours été un monde à part. Longtemps, elle est apparue trop vaste pour avoir besoin d’être régulée. Aujourd’hui, nous découvrons que l’océan rend des services encore bien plus importants que les ressources marines : absorber le quart du CO2 que nous émettons et nous fournir la moitié de l’oxygène que nous respirons. Absorber aussi 90% de la chaleur générée par cette serre invisible que nous nous sommes construite.
